The aim of the paper is to establish a relation between the actions of the Public Spanish Administration at the end of the 19th century and the first third of the 20th century and the evolution of the infant and child mortality, with special interest on the introduction of sanitary advances in the political framework and how they are used for the institutions in the normative field or as direct actions. The choice of the case to analyze - the city of Palma (63.000 inhabitants in 1900 and 88.000 in 1930) - answers to criteria of significance and representation: like an entity of an advanced model of transition in comparison with the rest of Spain (Reher and Dopico, 1998; Bolumar et el, 1981) or for its size and the meaning of being a capital of province.
