Nowadays, the Campos Basin in Rio de Janeiro State is responsible for 80% of oil production in Brazil. Since 80’s the municipal districts has undergone a process of transformation with the development of new cycle oil and natural gas prospecting and exploitation. For mitigating this process, the municipal districts receive the oil royalties according to its classification in Geoeconomics areas, which are: Production Main Zone, Production Secondary Zone and Bound Zone. This paper proposes to study these areas from perspective of sustainable development using synthetic indexes. The methodology organizes a database in a GIS and uses the factor analysis technique in order to integrate the multiple dimensions (social, environmental, economic and institutional) of sustainable development and applies the cluster analyze technique, to better understand the behavior patterns of these indexes based on their similarities. This work contributes to become operational an important tool for monitoring and evaluation of public politics.
