Corruption in below poverty line (BPL) exercise and its consequence on chronic poverty in Balasore district of rural Orissa.

The center,states follow their own methods in identifying BPL work. The poverty figures of centre do not identify poor with social, economic, demographic and geographical characteristics as multidimensional approach. Poverty research must not only let one know how many poor, who are poor, how to identify them, should be programme targeting. This paper demonstrates from field study in rural areas of Balasore district.The semi-structured scheduled have administered between poor,non-poor in 1200 sample households from 12 villages that there was widespread corruption, manipulation accompanying India’s (BPL) exercises ,such exercises have led to sheer perpetuation of poverty. Paper shows how present practice of identifying poor households has numerous fault lines has been subject to rampant manipulation by local political leader ,elite groups to the extent of at least 50 percent mis-targeting, non-targeting poor households. ST populations are more mis BPL identified households due to no political voice, mass illiteracy, high disabled population.
